Director for Human Resources

Job Summary:
The Director for Human Resources reports to the College President and has overall leadership responsibility for the administration of Human Resources services, policies, and programs for the college.  He or she also serves as the Title IX Coordinator.
 
Qualifications:
  • B.A./B.S. degree in Human Resources or related field from a recognized college or university.  M.B.A. with concentration in Human Resources is preferred.
  • Minimum of five (5) years or more of current management experience in Human Resources in college or private industry setting.
  • Competence in leadership, decision making and employee relations.
  • Excellent management, supervisory, interpersonal, communication and problem-solving skills.
  • Must be resourceful, well organized, results oriented and proficient with MS Office suite.  Experience with PeopleSoft is strongly preferred.

Duties and Responsibilities:
  • In working with all members of the Iona community, demonstrates an awareness and appreciation of the Mission of Iona College.
  • Formulates, recommends and interprets College's human resources policies and procedures to department heads, top management and staff.
  • Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and to promote a high level of employee morale.
  • Counsels managers and employees in employee relations, grievance and job performance issues.
  • Manages, coordinates and acts as the committee advisor for executive level searches.
  • Works with College counsel on compliance issues and employment related cases.
  • Issues written offers of employment and employment contracts.
  • Serves as the institutional Title IX officer.
  • Attends Administrative Law hearings for Unemployment and Workers Compensation cases.
  • Works with the Human Resources Committee, Faculty Senate and Staff and Administrative Council for policies and procedures development.
  • Identifies legal requirements and government reporting regulations affecting Human Resources (i.e. OSHA, EEO, ERISA, Fair Labor Standards Act, COBRA and the 5500 Annual Return/Report of Employee Benefit Plan).  Prepares reports and files with the appropriate government entity.
  • Produces and revises the Employee Handbook and Human Resources Policies and Procedures Manual.
  • Conducts background checks on all new hires and re-hires.
  • Completes and files 5500 Annual Return/Report and Schedule A (if applicable) on all insurance plans and retirement plans.  Prepares Financial Accounting Standard’s (FAS) 106 Data for actuarial review.
  • Conducts various salary audits and studies including external benchmarking, internal equity reviews and job classification analysis.
  • Studies insurance proposals and contracts for value and works with the Human Resources and Compensation Committee when appropriate to make vendor selections.  Coordinates Human Resources data with insurance broker, insurance carriers, and retirement plan vendor.
  • Authorizes Tuition Remission eligibility and Graduate Tuition Remission Tax Exemption Certification.
  • Responsible for various employee communications via email, written letter and the HR section of the Iona College website.
  • Audits employee retirement plan contributions and makes adjustments as required to ensure compliance with annual IRS maximum deferral allowances.
  • Works with employee’s family in initiating and processing life insurance claims and TIAA-CREF beneficiary transfers.
  • Establishes standard recruiting and placement practices and procedures for administrators and staff.
  • Assists department heads in screening and interviewing candidates when requested.
  • Manages position postings externally (appropriate listserves, newspapers, publications and websites).
  • Initiates and directs surveys regarding Human Resources function.
  • Plans and develops systems for keeping employees records and files.
  • Handles voluntary and involuntary employee separations. 
  • Plans and implements new benefit offerings.
  • Conducts staff and administrative trainings (i.e. Personal Information Protection, Supervisor Training, Performance Appraisal Workshops).
  • Completion of H1-B Visa application and renewal forms on behalf of Iona College (Form I-129; Supplement H; Data Collection Forms; Labor Condition Application (LCA) and Form G-28).
  • Directs, supervises and cross trains Manager of Benefits/Employment, Manager of Wage and Salary, and Human Resource Assistant.
  • Performs other duties and responsibilities as requested by the College President.
