Rehabilitation Act of 1973, Section 504: http://www.dol.gov/oasam/regs/statutes/sec504.htm no "otherwise qualified handicapped individual" shall be excluded from participation in a program or activity receiving federal financial assistance ("college, university or other post-secondary institution, or a public system of higher education").
Title VII (Seven) of the Civil Rights Act of 1964: http://www.eeoc.gov/policy/vii.html declares employment discrimination based on sex illegal. Sexual harassment is a form of sex discrimination.
